As I noted, Dwight has been promoting the 4004/4040 on the VCF forum for many years. These can be found by searching with MCS-4, 4004, 4040, etc - Dwight posts on various topics, so the haystack could be large if you tried to search his username. I'm one of the postings there's a link to a github project with (reconstruction, I think of) an assembler by Tom Pittman, who was also the author of Tiny Basic.
